Retrofit Framework
Improving seismic vulnerability and energy efficiency in the Western Balkans
The World Bank is currently funding energy efficiency retrofit programmes for buildings across the Western Balkans, including Montenegro, North Macedonia, Kosovo, and Bosnia & Herzegovina.
Arup developed a framework to incorporate seismic resilience considerations into these programmes. The framework identifies buildings that are unlikely to economically benefit from energy efficiency retrofit measures due to their high seismic vulnerability, and benefits of overall programme coordination, such as conducting energy efficiency audits and seismic surveys at the same time to minimise overall project disruption.
The study also identified specific retrofit measures, such as combining structural render and insulation, which improve both efficiency and seismic vulnerability, highlighting the potential advantages of considering synergies across multiple disciplines.
